(a) Following completion of the evaluation a determination shall be made as to whether the report is substantiated.
(b) A report is substantiated when:
(1) the adult is
determined to be disabled as defined in
G.S.
108A-101(d);
(2) the adult is determined to be abused,
neglected or exploited as defined in
G.S.
108A-101(a), (j), or (m);
and
(3) the adult is determined to
be in need of protective services as defined in
G.S.
108A-101(e).
(c) A report is unsubstantiated if any one of the three conditions in Subparagraphs (b)(1), (2), and (3) of this Rule are not met.
