(a) Full License. A full license shall be issued for no more than two years when all licensing requirements are met.
(b) Provisional License.
(1) A provisional
license shall be issued for no more than six months while some below standard
component is being corrected.
(2) A
provisional license for the same below standard program component shall not be
renewed.
