(a) Purchase contracts and vendor agreements shall be negotiated and managed by the Division of Social Services when the purchased services will be delivered on a statewide basis.

(b) Purchase contracts and vendor agreements will be negotiated and managed by county departments of social services when the purchased services will be delivered within that county.

(c) Purchase contracts and vendor agreements shall be negotiated and managed by the Division of Social Services when the purchased services will be delivered on a multi-county basis and are funded with monies over which the state has budgetary authority. Counties may enter into multi-county contracts and agreements when the services provided are funded through the counties regular allocation.
