Children and adolescents under 18 years of age must be determined eligible based on a documented need for residential treatment services and be diagnosed as emotionally disturbed. If an adolescent has his eighteenth birthday while receiving treatment in a residential program, he may continue as eligible for six months or until the end of the state fiscal year, whichever is longer.
