The following terms shall have the following meaning for this Section:
(1) "Department" means the Department of Health and Human Services;
(2) "Hearing" means a contested case hearing as provided in G.S. 150B-2(2) and 150B-23;
(3) "OAH" means the Office of Administrative Hearings.
