Projects shall be evaluated and rated in accordance with the following rating factors:

(1) benefit to low and moderate income persons,

(2) project severity of need,

(3) project treatment of need,

(4) appropriateness and feasibility of proposed project activities, and

(5) local commitment of funds and community efforts.
