Any municipal corporation or public authority may establish its arm alternative standards and specifications for vests, provided that the following conditions are complied with:
(a) Such standards and specifications shall be at least as stringent as those adopted by this Part.
(b) Such standards and specifications shall be submitted to the commissioner for review, and shall be approved by the commissioner prior to the effective date of such standards and specifications.
