For fiscal years beginning April 1, 1981 and each April first thereafter, the average fuel economy shall be as follows:
| Fiscal year | Average fuel economy |
| 1981-82 | 24.0 miles per gallon (mpg) |
| 1982-1983 | 26.0 miles per gallon (mpg) |
| 1983-1984 | 27.0 miles per gallon (mpg) |
| 1984 and thereafter | 27.5 miles per gallon (mpg) |
