Section 7820.1 - Definitions

For the purposes of this Subchapter, the terms hereinafter listed shall have the following meanings:
(a) Ballast means a device used with an electric-discharge lamp to obtain the necessary circuit conditions (voltage, current and wave form) for starting and operating.
(b) Building lighting load means the total amount of power used for lighting, measured in watts, from all permanently mounted lighting fixtures in an existing building, other than specialized lighting fixtures. Building lighting load includes the ballast loss for fluorescent and mercury vapor fixtures.
(c) Building lighting power budget means the total amount of power, measured in watts, which may be used for lighting in an existing building, as calculated in accordance with section 7822.2 of this Subchapter.
(d) Comprehensive lighting energy conservation analysis means an analysis for an existing building conducted prior to September 1, 1980, which included:
(e) Cost effective means having a cost of implementation which does not exceed the present value of energy and maintenance savings expected over a seven-year period.
(f) Directly metered portion of an existing building means each part of an existing building which receives electric service directly from a utility, in exchange for payments to the utility proportional to the individually metered consumption for such part.
(g) Existing building means any building or directly metered portion thereof, other than a residence or apartment building, whose operation requires on the average in excess of 5,000 kilowatt hours of electricity per month for lighting purposes in any 12-month period and which was in existence, or under construction, or for which an application for a building permit was made and plans filed, in this State prior to January 1, 1979.
(h) Fixture means a complete lighting unit consisting of a lamp, or lamps, together with the parts designed to distribute the light, to position and protect the lamps, and to connect the lamps to the power supply.
(i) Fluorescent lamp means a low pressure electric-discharge lamp in which a fluorescing coating (phosphor) transforms some of the ultraviolet energy generated by the discharge into light.
(j) Incandescent lamp means a lamp in which light is produced by a filament heated to incandescence by an electric current.
(k) Inside gross area means the interior floor area of an existing building, expressed in square feet, measured between the inside surfaces of exterior (or common) walls. Inside gross area includes the space taken by interior walls.
(l) Lamp means a generic term for a man-made source of light often called a "bulb" or "tube".
(m) Mercury vapor lamp means a lamp in which light is produced by the passage of an electric current through an ionized mercury gas (vapor).
(n) Municipality means any county, city, town, village, school district, district corporation, public authority, or the Port Authority of New York and New Jersey to the extent its facilities are located within the State of New York.
(o) Space means a room or other interior area in an existing building.
(p) Specialized lighting fixture means an air-handling lighting fixture that is specifically designed for use as a plenum integral to the heating and ventilating system, and any fixture when used for highlighting applications such as merchandise spotlighting, show-window lighting, sculpture exhibits, art exhibits and television studios.
(q) Standards means the State lighting efficiency standards prescribed by this Subchapter.
