WHEREAS, technology plays an ever-growing role in New York's economy and educational system;

WHEREAS, technology used properly and intelligently can be an important tool to expand educational and economic opportunities for citizens of the Empire State so that our people an our employers are well prepared for the twenty-first century;

WHEREAS, New York State has made great strides in preparing classrooms for the educational technology of the twenty-first century through the New York Wired for Education initiative;

WHEREAS, the ever-increasing menu of technological options available to schools and the many sources of public and private funding for educational technology have made it difficult for schools to equip their classrooms with modern educational technology in the most efficient and cost-effective manner;

WHEREAS, the development and implementation of a comprehensive long-term statewide strategy for providing the smartest possible use of educational technology will benefit the children who attend public and private elementary, middle and secondary schools in New York State; and

WHEREAS, certain private organizations and citizens have informed me of their willingness to undertake, without compensation, the development of such a strategy, and their expertise, judgment, and professional, technological and business acumen are invaluable assets;

NOW, THEREFORE, I, GEORGE E. PATAKI, Governor of the State of New York, by virtue of the authority vested in me by the Constitution and Laws of the State of New York, do hereby establish the New York State Wired Task Force ("the Task Force") and the New York State Advisory Council on Technology Use ("the Council"). The Council shall consist of the Secretary to the Governor, the Commissioner of Economic Development, the Director of the Division of the Budget, or their respective designees, and any other such members as the Governor may appoint. The Governor shall designate a chairperson from among the members of the Council. The Task Force shall consist of Esther Dyson, who shall be its chairperson, members of the Council or their designees, the Commissioner of Education or his designee, and such other members from the public and private sectors as shall be appointed by the Governor.

1. The Council shall:

a. Review and assess the current use of educational technology, including computers, communications technology and multimedia equipment, in the State's public and private school classrooms. Such assessment shall include a description of the educational technology currently used in our schools, a description of how the technology is integrated into the student's course of study, assessments of the effectiveness of such educational technology on improving student learning and achievement, the methods by which schools fund the acquisition of educational technology, and the training that teachers and other school employees receive with regard to such technology.

b. Examine the types of educational technology available to schools for improving student learning and achievement and the sources of funding available to schools for acquiring, deploying, utilizing and maintaining such technology. Such examination shall consider the effect that technological innovations and improvements will have on the availability, effectiveness, compatibility and cost of educational technology.

c. Prepare and submit to the Council for its evaluation a comprehensive long-term plan for the use of educational technology in our schools to improve learning and student achievement and increase the efficiency and productivity of our schools. Such plan shall encourage participation by the private sector to the greatest extent possible. The Task Force shall analyze the fiscal impact of its proposal and provide recommendations concerning how its plan shall be funded.

2. The Council shall evaluate the plan and any other materials submitted to it by the Task Force and make recommendations to the Governor.

3. The Task Force and Council are hereby authorized to call upon any agency, department, office, division or public authority of the State to supply it with such data and other information and assistance as they deem necessary to discharge their responsibilities under this Order. Each agency, department, office, division and public authority of the State is hereby ordered to cooperate with the Task Force and the Council and to furnish to the Task Force and the Council such information and assistance as is necessary to accomplish the purposes of this Order.
