Section 5.4 - Executive order no. 4: continuing the commission for the study of youth crime and violence and reform of the juvenile justice system

WHEREAS, the Commission for the Study of Youth Crime and Violence and Reform of the Juvenile Justice System was established by Executive Order No. 177 dated November 22, 1993;

WHEREAS, the Commission has provided good cause as to why the completion of its investigation was not possible by December 31, 1994;

WHEREAS, it is important that the Commission have the opportunity to examine, evaluate and make recommendations involving youth crime and the Juvenile Justice System; and

WHEREAS, it is in the best interest of the State that the findings and recommendations of the Commission be thorough and complete;

NOW, THEREFORE, I, George E. Pataki, Governor of the State of New York, by virtue of the authority vested in me by the Constitution and Laws of the State of New York, do hereby continue from and after January 1, 1995, Executive Order No. 177 dated November 22, 1993, except that such Executive Order is amended to read as follows:

I. Membership

Andrew J. Stein is hereby designated Chairman of the Commission, and the Director of the Division for Youth and Colleen McMahon are designated as Vice Chairpersons of the Commission. The Commission shall consist of an additional thirteen members, who were previously appointed to the Commission. The members of the Commission shall receive no compensation but shall be entitled to reimbursement for any necessary expenses incurred in connection with the performance of their duties. Service on the Commission shall not constitute public employment for purposes of disqualification from holding of public office or employment.

II. Report

The Commission shall prepare a written report to the Governor assessing the problems associated with youth crime and violence and the juvenile justice system of the State of New York and make appropriate legislative, programmatic and administrative recommendations for improvement. A final report shall be submitted to the Governor by March 31, 1995. The Commission may issue any interim reports to the Governor and Legislature prior to March 31, 1995 as it deems appropriate.
