WHEREAS, New York State is faced with a substantial projected budget deficit for fiscal year 1995-96;

NOW THEREFORE, I, GEORGE E. PATAKI, Governor of the State of New York, by virtue of the authority vested in me by the Constitution and Laws of the State of New York, do hereby order an immediate hiring freeze upon all agencies, departments, divisions, commissions, bureaus and all other entities over which I have executive power. The Director of the Budget shall immediately issue guidelines to implement this Executive Order. Personnel who are necessary to protect the public health, safety and welfare or to complete the orderly transition of government shall be exempt from this Executive Order at the discretion of the Secretary to the Governor and the Director of the Budget. Any other requests for exemptions from this Executive Order shall be made pursuant to the guidelines to be issued by the Director of the Budget. The Director of State Operations shall immediately communicate the terms of this Executive Order to all agencies, departments, divisions, commissions, bureaus and all other entities over which I have executive power.
