Section 4.98 - Executive order no. 98: establishing a new state council on graduate medical education

WHEREAS, New York State is committed to increasing the availability of needed, high-quality health services to all residents of the State;
WHEREAS, Graduate medical education of physicians in New York State has a major impact on the total supply of physicians, their geographic distribution and their specialty of practice;
WHEREAS, More graduate medical education training is provided in New York State than any other state in the nation;
WHEREAS, State responsibilities relating to graduate medical education are shared by several State agencies; and
WHEREAS, The New York State Commission on Graduate Medical Education, composed of distinguished medical educators, health providers and other persons, has recommended the establishment of a unit within State government to address issues related to graduate medical education:
NOW, THEREFORE, I, Mario M. Cuomo, Governor of the State of New York, by virtue of the authority vested in me by the Constitution and laws of the State of New York, do hereby establish the New York State Council on Graduate Medical Education (the "Council") to provide policy guidance to State policymakers regarding the composition, content, supply and distribution of physician training programs in New York State.
I. Membership
The Council shall consist of no less than 12 members. All members shall be appointed by the Governor. The Governor shall appoint a member of the Council to serve as chairperson. The members shall be broadly representative of health professional, hospital and public interests. The members shall serve at the pleasure of the Governor, but no member shall serve for more than four consecutive years. The members of the Council shall receive no compensation but shall be entitled to reimbursement for any necessary expenses incurred in connection with the performance of their duties. The Commissioner of Health and the Chancellor of the Board of Regents will serve as ex-officio members of the Council.
II. Powers and Responsibilities
The Council shall advise and assist the Governor and State agencies in the formulation and implementation of State policies regarding graduate medical education in the State, including implementation of the recommendations of the Commission on Graduate Medical Education. The Council shall issue an annual report with policy and program recommendations for the Governor and State agencies.
