(6) examine and evaluate the competitiveness of the State as compared with other states in areas directly related to the attraction of foreign investment, including tax incentives, business climate, labor market and other factors as may be deemed appropriate;

(7) review, evaluate and make appropriate recommendations to the Governor regarding proposed legislation to encourage and facilitate the export to foreign markets of New York products and services and to improve New York's competitive standing as an exporting state;

(8) recommend methods to increase awareness of financial institutions, public entities and other interested entities of the particular and unique needs of the State' s export industry; and

(9) report to the Governor by March 31, 1985, and on an annual basis thereafter, on the competitive status of New York-produced exports, including such recommendations for action as may be appropriate.
