Section 4.52 - Executive order no. 52: establishing the position of director of economic development

WHEREAS, the development of a stronger, more productive economy and the expansion of economic opportunity are among the highest priorities of State government; and
WHEREAS, the attainment of these objectives requires the concerted effort of many State agencies and authorities; and
WHEREAS, this effort can only be fully effective if it is pursued as part of a coherent, clearly defined economic development strategy;
NOW, THEREFORE, I, Mario M. Cuomo, Governor of the State of New York, by virtue of the authority vested in me by the Constitution and laws of the State of New York, do hereby establish the position of Director of Economic Development.
I. Powers and Responsibilities
The Director of Economic Development shall:
serve as chairperson of the Governor's Economic Development Subcabinet, which shall include the Department of Agriculture and Markets, the Office of Deputy Secretary for Economic Development, the Banking Department, the Battery Park City Authority, the Office of Business Permits and Regulatory Assistance, the Department of Commerce, the Office of Contract Compliance and Minority- and Women-Owned Business Enterprise, the Education Department, the Energy Office, the Energy Research and Development Authority, the Department of Environmental Conservation, the Insurance Department, the Job Development Authority, the Department of Labor, the Port Authority of New York and New Jersey, the Power Authority of New York, the Public Service Commission, the Science and Technology Foundation, the Department of State, the State University of New York, the Department of Taxation and Finance, the Department of Transportation, the Urban Development Corporation, and such other agencies as the Governor may designate;
be responsible for formulating, in consultation with the Governor, the State's overall economic development strategies, and for supervision and direction of their implementation by the aforesaid entities of the Economic Development Subcabinet;
be responsible for supervising and directing the formulation of the Governor's economic development programs, including any budgetary or legislative proposals required to develop those programs;
be responsible for overseeing the supervision, direction and management of said economic development programs and projects, including the Job Training Partnership Program, to assure their appropriate and timely implementation and operation;
be responsible for identifying and resolving interagency issues that may arise between or among the said economic development entities of the said subcabinet; and be the Governor's chief spokesperson in the area of economic development.
II. Provision of Resources and Information
The aforesaid entities of the Economic Development Subcabinet shall provide the Director of Economic Development with such assistance, information and resources as the director may require for the effective discharge of his responsibilities; and the director may enter into agreements with such entities as may be necessary for the effective discharge of his responsibilities.
