Section 4.46 - Executive Order No. 46: Naming the State Office Building Campus in Albany the Governor W. Averell Harriman State Office Building Campus

WHEREAS, the master plan for the office complex known as the State Office Building Campus located in the western part of the City of Albany, was commissioned, and construction pursuant to the master plan was authorized and implemented, by Governor W. Averell Harriman; and

WHEREAS, the State Office Building Campus constitutes a major center of New York State government operations, where creative architecture and natural beauty have been combined to express simultaneously the dignity of the State and a subtle sensitivity to the scale of the individual human being, while providing a pleasant, efficient working environment for State employees; and

WHEREAS, the State Office Building Campus is a living legacy of the leadership and vision which characterized the administration of Governor W. Averell Harriman, and a fitting tribute to his career in service to his State, the nation and the world which spans more than seven decades:

NOW, THEREFORE, I, Mario M. Cuomo, Governor of the State of New York, by virtue of the authority vested in me by the Constitution and laws of the State of New York, do hereby proclaim and direct that the State Office Building Campus in the City of Albany shall hereafter be known as the Governor W. Averell Harriman State Office Building Campus.

The Commissioner of General Services, charged with the superintendence and management thereof, shall cause to be established and erected in an appropriate location within the Governor W. Averell Harriman State Office Building Campus a suitable permanent marker and plaque and other commemorative improvements, to memorialize the extraordinary public achievements and the unique benefits imparted to the People of the State of New York by the distinguished services of Governor W. Averell Harriman.
