Section 4.2 - Executive order no. 2: establishing the position of state director of criminal justice

WHEREAS, The effective and efficient operation of the criminal justice system depends in large measure upon coordination among the various State criminal justice agencies and between State and local criminal justice agencies; and

WHEREAS, Proper coordination will ensure that criminal justice resources are fully maximized and appropriately allocated; and

WHEREAS, To foster such an effort, it is desirable that one person, designated by the Governor, assume primary responsibility and accountability for coordination in the State criminal justice system;

NOW, THEREFORE, I, Mario M. Cuomo, Governor of the State of New York, by virtue of the authority vested in me by the Constitution and Laws of the State of New York, do hereby establish the position of State Director of Criminal Justice.

I. Powers and Responsibilities.

The State Director of Criminal Justice shall:

assume primary responsibility for the coordination of criminal justice information systems in New York State;

act as the Governor's chief spokesperson in connection with matters relating to the criminal justice system;

advise the Governor in connection with criminal justice-related matters;

identify statewide criminal justice objectives and goals;

develop and recommend a comprehensive criminal justice strategy to achieve those objectives and goals;

review and evaluate existing criminal justice policies and programs and recommend new policies and programs to improve the quality of justice in this State;

coordinate programmatic and fiscal initiatives for State criminal justice agencies; and act as the Governor's liaison to the Federal government, other states, and localities within New York State, in connection with matters relating to criminal justice.

II. Personnel.

The State Director of Criminal Justice shall be authorized to use existing staff and resources of State agencies, which are hereby directed to render full cooperation and assistance to the Director.
