Section 4.162 - Executive order no. 162: declaring a disaster emergency in the counties of nassau, suffolk, westchester and rockland counties and the city of new york and contiguous areas

WHEREAS, beginning on December 10, 1992, a severe winter storm with high winds has caused coastal and inland flooding, has endangered lives and caused personal hardship, and has caused extensive damage to residential and commercial properties; and

WHEREAS, this storm has resulted in the interruption of essential public services and utilities, severe coastal erosion, the destruction of flood prevention structures, and the disruption of vital transportation networks in Nassau, Suffolk, Westchester and Rockland Counties, the City of New York and contiguous areas;

NOW, THEREFORE, I, MARIO M. CUOMO, Governor of the State of New York, do hereby find that a disaster has occurred for which the affected local governments are unable to respond adequately. Therefore, pursuant to the authority vested in me by the Constitution of the State of New York and Section 28 of Article 2-B of the Executive Law, I hereby declare a State Disaster Emergency effective December 10, 1992, within the territorial boundaries of Nassau, Suffolk, Westchester and Rockland Counties, the City of New York and their contiguous areas.

FURTHER, pursuant to Section 29 of Article 2-B of the Executive Law, I direct the implementation of the State Disaster Preparedness Plan and authorize, effective December 10, 1992, the State Emergency Management Office, the Department of Transportation, the Office of Parks and Recreation and other State agencies as necessary, to take appropriate action to protect state property and to assist those affected local governments and individuals in restoring vital public utilities and transportation systems and in responding to and recovering from this disaster, and to provide such other assistance as necessary to protect the public health and safety.
