Section 4.158 - Executive Order No. 158: Naming the New Scotland Avenue Laboratory Building the David Axelrod Institute for Public Health

WHEREAS, the research and public health service activities carried out in the Wadsworth Center for Laboratories and Research of the New York State Department of Health provide comprehensive and vital health services to the citizens of New York;

WHEREAS, viral and bacterial diseases and epidemics affecting the public, such as AIDS, tuberculosis, genetic abnormalities, Lyme disease and sexually transmitted diseases, are being identified, analyzed and studied at the site;

WHEREAS, the Wadsworth Center for Laboratories and Research is the preeminent public health laboratory in the nation, having contributed pioneering international research achievements;

WHEREAS, the New Scotland Avenue laboratory building of the Wadsworth Center for Laboratories and Research is a state-of-the-art scientific complex that will allow scientists to work on the most perplexing and potentially hazardous diseases in a safe environment, allowing them to make significant contributions to public health;

WHEREAS, David Axelrod, M.D. began his State service in the Wadsworth Center for Laboratories and Research, and was the first State Commissioner of Health whose career began there;

WHEREAS, Dr. Axelrod served with distinction in the Wadsworth Center for 11 years, first as Director of Infectious Diseases and then as Director of the laboratories, and, as Commissioner, brought the exacting standards of scientific proof and peer review of the center to the making of public policy, thereby setting a standard of excellence for all to follow; and

WHEREAS, David Axelrod was unafraid of the challenges revealed and brought forward by scientific research;

NOW, THEREFORE, I, Mario M. Cuomo, Governor of the State of New York, by virtue of the authority vested in me by the Constitution and Laws of the State of New York, and in solemn respect for the achievements and honor brought to the State of New York by the work of David Axelrod, and for his passion for the cause of public health and the application of honest science to the problems of government, do hereby proclaim and direct that the New Scotland Avenue laboratory building in the City of Albany shall hereafter be known as the David Axelrod Institute for Public Health.
