Section 4.146 - Executive order no. 146: establishing the position of state director of housing

WHEREAS, the State of New York faces a critical shortage of decent affordable housing that threatens New York's economic future and the well being of its citizens;

WHEREAS, the coordinated efforts of the State's housing agencies would ensure that resources are fully maximized and appropriately allocated and that the State' s essential housing needs are met; and

WHEREAS, to ensure such coordination, one person designated by the Governor should assume primary responsibility and accountability for the State's housing system.

NOW, THEREFORE, I, Mario M. Cuomo, Governor of the State of New York, by virtue of the authority vested in me by the Constitution and Laws of the State of New York, do hereby establish the position of Director of Housing.

I. Powers and Responsibilities

The Director of Housing shall advise and assist the Governor in the development and implementation of comprehensive policies and programs to promote and support the development, preservation and rehabilitation of decent affordable housing. In meeting this objective, the Director shall oversee the Office of the Director of Housing and shall have the following responsibilities:

(1) create a strong, centralized administrative structure to coordinate the policies and programs of the Division of Housing and Community Renewal, the New York State Housing Finance Agency, the State of New York Mortgage Agency, the New York State Mortgage Loan Enforcement & Administration Corporation, the New York State Project Finance Agency, Roosevelt Island Operating Corporation and other State agencies and public corporations involved in housing;

(2) identify specific program initiatives and methods to combine the resources of government and the public and private sectors in order to increase the production of affordable housing;

(3) serve as Chair of the Housing Subcabinet and hold the responsibility for identifying, examining, and resolving interagency issues;

(4) advise the Governor concerning federal policies and actions and serve as Chair of the New York State Task Force on the National Affordable Housing Act and develop the State's Comprehensive Housing Assistance Strategy (CHAS) and annual updates thereafter in accordance with the Act to establish eligibility for federal funds;

(5) oversee the supervision, direction and management of the State's housing programs and projects to assure their timely implementation and operation;

(6) establish and coordinate the legislative agenda, budgetary requests, and annual and interim reports of the State's housing agencies to the Governor and Legislature;

(7) coordinate programmatic and fiscal initiatives for the State's housing agencies;

(8) work with the Legislature, the Division of the Budget, and the State Comptroller to develop comprehensive approaches for funding the State's housing programs;

(9) consolidate asset management functions performed for the State's portfolio of assisted housing projects, consolidate the State's housing development activities and consolidate the State's finance authorities; and

(10) assume primary responsibility for the coordination of housing information systems in New York State.

II. Personnel and Resources

The State Director of Housing shall be authorized to use existing staff and resources of State agencies, departments, divisions, and offices of the State which are hereby directed to render full cooperation and assistance as the Director shall require for the effective discharge of his or her responsibilities.

III. Executive Order 67 dated June 5, 1985 is revoked and superseded by this Executive Order.
