Section 4.145 - Executive order no. 145: establishing the position of state director of health, education and human services

WHEREAS, the effective and efficient development and implementation of State policies and programs in health, education and human services depends upon coordination among the Executive Chamber and the various responsible State agencies, and upon cooperation among the State, local governments and not-for- profit providers;

WHEREAS, such coordination and cooperation are essential to ensure that policy decisions by health, education and human services agencies are sound and consistent with interagency objectives, and that resources for health, education and human services are fully maximized and appropriately allocated;

WHEREAS, to promote these objectives, it is desirable that one person, designated by the Governor, assume primary responsibility and accountability for oversight and coordination of State health, education and human services policies and programs, and for fostering cooperation among the State, local governments and not-for-profit providers; and

NOW, THEREFORE, I, MARIO M. CUOMO, Governor of the State of New York, by virtue of the authority vested in me by the Constitution and Laws of the State of New York, do hereby establish the position of State Director of Health, Education and Human Services.

I. Powers and Responsibilities

The State Director of Health, Education and Human Services shall:

assume primary responsibility for the oversight and coordination of State policies and programs among the Executive Chamber and health, education and human services agencies;

assume primary responsibility for fostering cooperation among the State, local governments and not-for-profit providers with respect to health, education and human services;

advise the Governor in connection with health, education and human services matters;

identify statewide health, education and human services priorities and objectives;

coordinate programmatic and fiscal initiatives for State health, education and human services agencies;

serve as Chair of the Health and Human Services Subcabinet; and act as the Governor's liaison to the Federal Government, other states, local governments, not- for-profit providers and advocacy groups within New York State, in connection with matters relating to health, education and human services.

II. Personnel and Resources

The State Director of Health, Education and Human Services shall be authorized to use existing staff and resources of State agencies, which are hereby directed to render full cooperation and assistance to the Director.
