Section 4.105 - Executive order no. 105: establishing the governor's task force on work and family

The interdependence of work and family has taken on new dimensions as more women work outside the home and the proportion of parents in the State's labor force rises. "Average family" no longer means husband, wife and two children, with the husband as sole wage earner and the wife at home caring for the children. These trends are expected to continue into the next century.

Working families are the cornerstone of our growing economy. Our goal in New York State is to create an environment that successfully attracts and retains productive and dedicated employees, and that supports employees in their efforts to care for their families, thereby strengthening families while making businesses more competitive.

The changing family, especially the rise of single-parent families and dual-income families, has altered the relationship between work and family. In light of the new links between work and family, support for working families represents an investment not only in our families, but in our businesses as well.

NOW, THEREFORE, I, Mario M. Cuomo, Governor of the State of New York, by virtue of the authority vested in me by the Constitution and Laws of the State of New York, do hereby order as follows:

I. The Governor's Task Force on Work and Family

There is hereby created the Governor's Task Force on Work and Family. The members of the Task Force shall consist of the Deputy Secretary to the Governor for Human Services, who shall serve as chairperson, the President of the Civil Service Commission, the Commissioners of Economic Development, Education, Labor and Social Services, the Superintendent of Insurance, the Directors of the Office of Employee Relations, the Office for the Aging and the Division for Women, and the Executive Director of the Council on Children and Families, or their respective designees. The members shall also include such representatives of public and private sector employers and employees, including representatives of the small business sector, as the Governor shall choose to appoint, who shall serve at the pleasure of the Governor.

II. Powers and Responsibilities

The Task Force shall:

(1) explore child care alternatives, career planning, leave policies, and other related work force policies;

(2) evaluate existing State policies for their impact on working parents, including the Temporary Disability Insurance Program;

(3) develop strategies for the creation, purchase, and delivery to working parents and their employers of key services necessary to sustain and enhance the role of working parents in the State's economy;

(4) sponsor regional symposia on family and workplace issues in order to identify those areas in which government can aid business in meeting the needs of its work force; and

(5) prepare and submit to the Governor on or before June 1, 1988 a report to detail its conclusions and recommendations.

III. Assistance to the Task Force

All departments, divisions, boards, offices and public corporations of the State are requested to cooperate with the Task Force and to provide such assistance as the Task Force may request to fulfill its purposes.
