Section 4.101 - Executive order no. 101: establishing the governor's office for voluntary service

Over the past half century our State has developed a strong working partnership with a diverse group of voluntary organizations that have become part of the State' s heritage and tradition of providing for the less fortunate. The wellspring of this tradition always has been, and continues to be, the idealism, compassion and generosity of the citizens of New York.
An enduring partnership between the public, private, and voluntary sectors, on behalf of the State and its communities, can ensure that the government is responsive to real needs and draws on the best resources of the community. Moreover, coordination of these efforts with governmental programs can leverage essential additional financial assistance for those in need in these times of fiscal constraint. It is, therefore, important that the relationship between the State and the voluntary sector be promoted and encouraged.
NOW, THEREFORE, I, MARIO M. CUOMO, Governor of the State of New York, by virtue of the authority vested in me by the Constitution and laws of the State of New York, do hereby order as follows:
I. The Governor's Office for Voluntary Service
There is hereby created within the Executive Chamber the Governor' s Office for Voluntary Service ("the office"). The office shall be headed by a director, who shall be appointed by the Governor and shall serve at the pleasure of the Governor.
II. Powers and Responsibilities of the Governor' s Office for Voluntary Service
The Governor's Office for Voluntary Service shall:
advise and assist the Governor in the development and implementation of policies designed to promote volunteerism and realize the full potential of the voluntary sector;
work to heighten awareness of the opportunities and need for volunteerism and increase voluntary participation statewide;
foster cooperation and coalitions between the voluntary, public, and private sectors;
provide technical assistance, support, and aid in the establishment of volunteer programs within State government;
encourage corporate leadership and involvement in voluntary programs throughout the State;
recognize outstanding innovative voluntary efforts by private groups or government agencies through an annual awards program, to be known as the Eleanor Roosevelt Community Service Awards;
design pilot programs that utilize volunteers in the delivery of needed community services;
maintain and develop communications with volunteers and voluntary organizations throughout the State through a newsletter; and engage in studies or activities deemed by the Governor to be in the interest of the State and the voluntary sector.
III. Procedures of the Office
The office shall establish procedures to govern the method and manner of its operations and the submission of matters for its consideration.
The office may employ such staff as may be deemed necessary by the director at compensation to be fixed by the director subject to the approval of the Governor and the Budget Director. In carrying out its functions, powers and duties, the office shall, wherever possible, make use of the staff resources of the Executive Chamber and of State agencies, as well as those of the private sector.
All departments, divisions, boards, offices, and public corporations of the State are directed to cooperate with the office and to provide such assistance as the office may request to fulfill its purposes. Such assistance may include, but need not be limited to, the provision of statistical and policy data in such form as is determined by the office and consultation with such agency staff as the office identifies.
IV. Advisory Board
There is hereby created an Advisory Board to the Office of Voluntary Service ("the board"). The members of the board shall be appointed by the Governor and one of the members shall be designated by the Governor as chairperson. The membership shall not exceed 20 persons. The members shall serve for a term of one year and may be reappointed. The members shall receive no compensation, but shall be entitled to reimbursement for any necessary expenses incurred in connection with the performance of their duties. The board shall advise and assist the members and staff of the office on all matters pertaining to the power and responsibilities of the office.
Executive Order No. 42, establishing the New York Voluntary Enterprise Commission, promulgated on June 1, 1984, is revoked and superceded by this Executive Order.
