I, Hugh L. Carey, Governor of the State of New York, by virtue of the authority vested in me by the Constitution and laws of the State of New York, and in order to memorialize by fitting tribute the role of former Governor Nelson A. Rockefeller in the conception and construction of the spectacular complex of buildings forming the seat of State government in Albany, do hereby order and declare that the plaza known since its dedication on November 21, 1973 as the Empire State Plaza, shall henceforth be known as The Governor Nelson A. Rockefeller Empire State Plaza.
