Section 3.3 - Executive Order No. 3: Appointing a commissioner to study, examine, investigate, etc., the management and affairs of the Urban Development Corporation and other agencies

I, Hugh L. Carey, pursuant to section six of the Executive Law, have appointed and by these presents do appoint as Commissioner Orville H. Schell, Jr. to study, examine, investigate, review and make recommendations with respect to the management and affairs of the New York State Urban Development Corporation, and any other public benefit corporation, agency or authority engaged in the financing, construction, or management of housing and related commercial, industrial and public facilities.

The Commissioner is hereby empowered to subpoena and enforce the attendance of witnesses, to administer oaths and examine witnesses under oath and to require the production of any books, records or papers deemed relevant or material and I hereby give and grant to the Commissioner the powers and authorities which may be given or granted to persons appointed by me for such purpose under authority of section six of the Executive Law.

Every State department, division, board, bureau, council, authority, public benefit corporation, and agency shall provide to the Commissioner every assistance, facility and cooperation which may be proper or desirable for the accomplishment of the purposes for which the Commissioner is hereby appointed.

Executive Order No. 3.1

Pursuant to section six of the Executive Law, I hereby appoint John G. Heimann and Mendes Hershman as Commissioners, to join with Orville H. Schell, Jr., previously appointed as Commissioner by Executive Order No. 3, dated February 5, 1975, generally to study, examine, investigate, review and make recommendations with respect to the management and affairs of the New York State Urban Development Corporation, and any other public benefit corporation, agency or authority engaged in the financing, construction, or management of housing and related commercial, industrial and public facilities.

Orville, H. Schell, Jr. is hereby designated Chairman, and the Commissioners are hereby empowered to subpoena and enforce the attendance of witnesses, to administer oaths and examine witnesses under oath and to require the production of any books, records or papers deemed relevant or material and I hereby give and grant to the Commissioners all and singular the powers and authorities which may be given or granted to persons appointed by me for such purpose under authority of section six of the Executive Law.

Every State department, division, board, bureau, council, authority, public benefit corporation and agency shall provide to the Commissioners every assistance, facility and cooperation which may be proper or desirable for the accomplishment of the purposes for which the Commissioners are hereby appointed.
