Section 3.120 - Executive order no. 120: establishing the state council on food and nutrition

I, Hugh L. Carey, Governor of the State of New York, by virtue of the authority vested in me by the Constitution and Laws of the State of New York, do hereby establish within the Executive Department and interdepartmental council on food and nutrition policy, to be known as the State Council on Food and Nutrition.
I. Powers and Responsibilities
The State Council on Food and Nutrition shall advise and make recommendations to the Governor concerning:
the administration of food and nutrition programs in the State;
the coordination of State agency activities involving food and nutrition;
the development of policies to promote adequate nutrition and to ensure the availability of sufficient food resources in the State;
the development of policies promoting the production, processing and distribution of food; and the establishment of a nutritional monitoring system to identify persons and populations at risk of inadequate nutrition.
II. Membership
The Council shall consist of the Commissioner of Health, the Commissioner of Agriculture and Markets, the Commissioner of Education, the Commissioner of Social Services, the Commissioner of Environmental Conservation, the Commissioner of Labor, the Commissioner of the Office of General Services, the Commissioner of Commerce, the Director of the Office for the Aging, the Chairman of the State Soil and Water Conservation Committee and the Director of the State Consumer Protection Board.
The Governor shall designate a chairperson and a vice-chairperson from among the members.
III. Personnel
The Council shall, to the extent feasible, make use of existing staff and resources in the member State agencies, which are hereby directed to render full cooperation and assistance to the Council. The chairperson may employ such staff and assistants as he may deem necessary, at a compensation to be fixed within the amount available therefor, subject to the approval of the Director of the Budget.
IV. Food and Nutrition Advisory Board
In order to provide the State the broadest policy advice in matters of food and nutrition policy, a Food and Nutrition Advisory Board is hereby established, to consist of representatives of organizations and groups concerned with food, agriculture, animal husbandry and nutrition, to advise and make recommendations to the State Council on Food and Nutrition. The members of the Advisory Board shall be appointed by the Governor.
