Section 3.113 - Executive Order No. 113: Declaring a disaster emergency in the counties of Cayuga, Cortland, Montgomery, Onondaga and Tompkins, and directing State agencies to assist authorities in repairing, restoring and protecting highway transportation systems

WHEREAS, Over the period of October 27th-28th weather conditions resulted in flooding and serious damage to highway transportation systems located in the counties of Cayuga, Cortland, Montgomery, Onondaga and Tompkins, and such counties require the assistance of State government to repair, restore and protect the damaged highway transportation systems:

NOW, THEREFORE, I, Hugh L. Carey Governor of the State of New York, do hereby find that a disaster has occurred for which local governments are unable to respond adequately, and therefore, I hereby declare, by virtue of the authority vested in me by the Constitution, the Laws of the State of New York, and section 28 of article 2-B of the Executive Law, a disaster emergency, effective October 29, 1981, within the counties of Cayuga, Cortland, Montgomery, Onondaga and Tompkins.

Further, pursuant to section 29 of article 2-B of the New York State Executive Law, I authorize, effective October 29, 1981, State agencies to take such action as necessary to assist the aforementioned counties in repairing, restoring and protecting highway transportation systems in order to protect the public health and safety.
