Section 1.27 - Executive order no. 27: establishing an interdepartmental committee on human rights

I, Nelson A. Rockefeller, by virtue of the authority vested in me by the Constitution and Laws of the State of New York, and as Governor of the State of New York, do hereby establish in the Executive Department an interdepartmental committee, to be known as the Interdepartmental Committee on Human Rights, to consist of the Chairman of the State Commission for Human Rights as Chairman, the Secretary of State, the President of the Civil Service Commission, the Industrial Commissioner, the Commissioners of Education, Transportation, Social Services, General Services, the Directors of Planning Coordination and Housing and Community Renewal and such other State officers who may, from time to time, be appointed to the Committee by the Governor. The Committee shall appoint a vice-chairman, who shall serve at the pleasure of the Committee and who shall perform the duties of Chairman in the Chairman's absence and at such other times as the Chairman may direct.
1. General Powers.
The Committee shall assist the Chairman of the State Commission for Human Rights in the formulation and coordination of plans, policies and programs relating to human rights of all State Departments and agencies and to assure effective implementation of such policies, plans and programs by such agencies. The Committee shall have no executive or appointive duties. The Committee shall render to the Governor each year a written report of its activities and recommendations.
2. Personnel.
The Chairman of the Committee may appoint and remove such officers, clerks and other employees and agents as he deems necessary for the efficient operation of the Committee within the amounts made available by appropriation therefor. The Chairman may, for such employees, fix their compensation within the limitations provided by law and prescribe their duties. The State Commission for Human Rights shall provide such other administrative, personal and consultative services as may be required by the Committee upon request of the Chairman.
