(b) The program for administering and supervising title IV of the Elementary and Secondary Education Act is the responsibility within the State Education Department of the units generally indicated in section 2302.2 of this Part. The distribution of this responsibility among department units is described in detail in section 2302.4 of this Part; the purpose here is to clarify the types of decision authority assigned to different units.

(c) All matters common to all parts of title IV of the Elementary and Secondary Education Act, such as distribution criteria, the single application procedure, and this document receive final approval from the executive deputy commissioner. The executive deputy commissioner also approves policy and clears expenditures associated with the portion of part C dealing with strengthening leadership resources of State educational agencies.

(d) Policy approval for all other part C activities, as well as for part B, falls to the Deputy Commissioner for Elementary, Secondary and Continuing Educaton. He has delegated the expenditure clearance function to his Assistant Commissioner for Regents Examinations, Scholarships and Evaluation and the administration-supervision to the Director for ESC General Program Planning for part C, and the Chief, Bureau of School Libraries, for part B.
