State education department management and administration.
(a) Specific objective.
The objective is to strengthen the management and administrative capabilities of the Education Department in order to promote efficient and effective use of resources.
(b) Specific activities.
(1) Federal Relations.
(i) Specific objective. Formulation of policy
statements on Federal legislation.

Specific objective. Assist the department with special problems in Federal
programs and regulations within New York State.

(2) Mechanization of Federal aid bookkeeping

(3) Physical fitness and heart disease
intervention.
(i) Specific objective. Build a
physiological basis for an improved work performance, operational efficiency
and overall productivity of participating staff.

| 3. Conduct 15-week progress assessment. | Recent graduates tested and counseled as to specifies of participation in secondary intervention program by February 15, 1978 |
| 4. Commence organization/administration of another primary intervention program. | 150 candidates identified for preprogram screening phase by July 1, 1978 |
(ii)
Specific objective. Maintain a physiological basis for continued improvement in
work performance, operational efficiency and overall productivity of department
staff.

| 1. Schedule and conduct annual health maintenance exams for participants. | 500 employees given annual health appraisal and cardiovascular disease risk factor assessment by July 1, 1978 |
| 2. Employee counseling/evaluation. | 500 employees given exercise prescription, specific directives regarding selected risk factor modification and pre-post comparisons for motivation reinforcement by July 1, 1978 |
(iii) Specific objective. Improve the work
attitude and morale of participating staff, increase their capability for
living more productive lives both at work and at home and develop in each
employee the skills, knowledge and attitudes that will make appropriate
nutrition and physical fitness a way of life.

(iv)
Specific objective. Reduce the risk, prevalence and incidence of cardiovascular
disease among State Education Department employees.

| 2. Assist local school districts receiving title IV-C grants to initiate experimental K-12 Heart Disease Intervention Programs. | Five experimental programs instituted: Elementary-Secondary School Heart Disease Intervention Programs by September 1, 1977 |
| 3. Collaborate/cooperate with National Heart, Lung and Blood Institute National Program; Secondary School Education Project; assist with curriculum development. | Develop a Teachers' Guide: "Physical Fitness Education-A Laboratory Approach" by June 30, 1978 |
