(a) The corporation will be responsible for identifying lenders willing to participate in the corporation's LLR program.
(b) LLR program materials will be made available to any eligible student enrolled in an eligible participating institution of higher education located in New York State.
(c) The corporation shall establish processing procedures and develop appropriate forms to effectuate the LLR program.
