The commissioner may require the service and filing of submissions in addition to those served in accordance with sections 281.6 and 281.7 of this Part upon such terms and conditions as he may specify. The commissioner may, in his discretion, in the determination of an appeal, take into consideration any official records or reports on file in the Education Department which relate to issues involved in such appeal.
