School districts shall follow the procedures in 6 NYCRR Part 617 in connection with any action proposed by such districts which requires approval of the commissioner pursuant to Education Law, sections 408 and 1950. A s used in this section, school district shall mean any school district, other than school districts in cities having one million inhabitants or more, and any board of cooperative educational services.
