(a) The commissioner shall establish uniform statistical reporting requirements for school districts required to set aside a portion of the comprehensive operating aid for attendance improvement and dropout prevention to apply in evaluating improvement in attendance and student retention.

(b) A city school district in a city having a population of more than one million inhabitants shall file an interim report with the commissioner by January 15th of the current year. The interim report shall be in a form prescribed by the commissioner and shall contain such information on the use of the setaside for attendance improvement and dropout prevention as the commissioner shall require.
