Section 145-7.3 - Average nontuition costs of attendance

The commissioner, in consultation with the President of the Higher Education Services Corporation and subject to the approval by the Director of the Budget, shall determine each year the average of all nontuition costs of attendance at the State University of New York to be used for full-time and part-time students, as those costs relate to the Liberty Scholarship Program. The regular academic year room and board liberty allowances shall be determined each year by the commissioner based on information certified by the State University of New York no later than July 1st preceding the regular academic year. The components of the average nontuition costs of attendance are the costs of room and board, transportation, and books and supplies. Each component shall be determined as follows:
(a) Room and board liberty allowance.
(b) Transportation liberty allowance. The regular academic year transportation liberty allowances for full-time and part-time "resident, off-campus and commuter" students at institutions of The City University of New York and the State University of New York shall be determined each year by the commissioner based on information certified by the respective universities no later than November 1st preceding the award year. The regular academic year transportation liberty allowances for students at all other institutions shall be the average student financial aid transportation allowances at the State University of New York. The weekly transportation liberty allowances for accelerated term shall be one-thirtieth of the next regular academic year transportation liberty allowances at the institution attended.
(c) Books and supplies liberty allowance.
