The recipient of an academic performance award may be granted a leave of absence by the Higher Education Services Corporation, prior to the receipt and utilization of the first award payment, for the following reasons:

(a) illness;

(b) financial circumstances;

(c) active service in the Armed Forces of the United States;

(d) service in the national welfare in a program such as the Peace Corps; or

(e) such other reasons as may be approved by the commissioner upon application by the award recipient.
