If an academic performance award is relinquished by the holder, or if at any time it shall appear to the commissioner, upon evidence deemed by the commissioner to be sufficient, that a holder of such award has failed to comply with the regulations of the commissioner in respect to such award or that an award heretofore or hereafter issued was issued through mistake or contrary to law, the commissioner may make an order cancelling the certificate, and thereupon such award shall become vacant and the person holding the certificate therefor shall not thereafter be entitled to any payments or benefits thereunder.
