Section 145-1.18 - Empire state challenger graduate fellowships for teachers

(a) As used in this section, an award field shall mean mathematics, science and such other fields identified by the commissioner as having a shortage of teachers.

(b) Eligibility. A candidate shall be eligible to compete for such fellowships under the provisions of subdivision 8 of section 605 of the Education Law if such candidate shall begin or continue study in a registered program of graduate study leading to certification as a teacher in an award field during the academic year immediately following the academic year in which the competition is held. Award winners shall be selected on the basis of such factors as:

(1) academic performance;

(2) the number of teaching vacancies in the award fields; and

(3) the representation of minority groups within each award field.

(c) Repayment pursuant to the terms of subdivision 8 of section 605 of the Education Law shall not be required, provided that the recipient of an award shall commence teaching within 16 months of completion of study leading to permanent certification as a teacher in the field for which the fellowship was awarded, and the service obligation shall be completed within 40 months. Such service shall include the teaching of at least three periods a day or its equivalent in the award field as verified by the chief school officer.

(d) Should an award recipient at any point before completion of the teaching program withdraw from an approved program or cancel the agreement to teach, or should the award be revoked for other cause, the recipient shall not thereafter be eligible for further awards under the provisions of subdivision 8 of section 605 of the Education Law, and the full amount of the awards already received shall be subject to repayment. Such repayment shall begin not later than one year following the completion of full-time study or part-time study, according to the type of award.

(e) Notwithstanding the provisions of section 145-2.1(a)(1) of this Part, for purposes of awarding the Empire State Challenger fellowships, part-time study means enrollment for at least six semester hours during the academic year for which an award is received.
