(a) An academic performance award offered to an alternate after relinquishment of the award by the original holder shall be subject to the same terms and conditions as applied to the original holder. In particular, if the reaward is made after the effective date of the award, the alternate shall be eligible to receive such award only if he began approved study on the effective date of the award, or would have been entitled to a leave of absence for such period. However, if the alternate has, subsequent to the effective date, entered upon study in a school or in a program not approved for the reaward, then the reaward shall be offered instead to the next eligible alternate.

(b) If a person who has declined an academic performance award should rescind such declination during the period authorized by law for reawards, such person shall be restored to the alternate list and shall receive appropriate consideration for subsequent reawards that may become available. No additional scholarship can be created for such purpose except in the case of administrative error. Should such declination be rescinded after the final date established for reawards, and should the declination have been made originally through error or oversight on the part of the student, in the judgment of the commissioner, then a reaward may be made if there is an available scholarship in such scholarship series that has not yet been accepted, provided that payment of scholarship benefits can begin only with the academic year in which such reaward is made.

(c) If the recipient of an academic performance award has matriculated for the first semester following the effective date of the award, but the award is subsequently relinquished or revoked for reasons that make the recipient ineligible for any payment under that award for such semester, then such award shall be available for reaward to an alternate during the remaining period for reawards established by law.
