A board of education, a board of cooperative educational services, or a vocational education and extension board may, with the approval of the commissioner, establish and maintain an occupational education program so that all persons will have access to occupational training or retraining. Boards of education operating an occupational education program shall appoint an advisory council as provided in section 4601 of the Education Law.
