Section 3.15 - Authorization to execute contracts

(a) The following persons only are authorized to execute contracts on behalf of the State Education Department:
(1) Commissioner of Education;
(2) Counsel and Deputy Commissioner for Legal
Affairs;
(3) Deputy Counsel;
and
(4) Assistant
Counsel.
(b) A contract for the purpose of this section shall include a contract, a memorandum of understanding, or any other written promise to pay money or incur financial obligation except documents prepared by the Department of Audit and Control and submitted to that department to execute standardized administrative processing of State agency purchasing, payroll and related services.
