Except as otherwise provided in this Part, the examination of applicants for certificates of literacy at local registration shall be conducted in public school buildings, offices or other places convenient of access, which shall be designated by the local superintendent of schools. Examinations given by central registration boards shall take place in the offices of the county board of elections used for central registration.
