This Chapter and regulations made by the commissioner pursuant thereto (see Chapter II of this Title) shall not affect any proceeding pending before the Regents or the commissioner, or both, on October 29, 1954, and such proceedings shall continue under and be controlled by the rules of the Regents and of the commissioner in effect prior to such date.
