The designated waters are located within drainage basins of streams entering the Hudson River in Albany, Columbia, Greene, and Rensselaer Counties, as outlined on map 1, section 863.7, infra, and as contained within the topographic limit line shown on reproduced topographical maps in section 863.9, infra, excluding the waters contained within boundaries of State-owned forest preserve lands.
