The ALJ shall have the power to:

(a) preclude irrelevant or unduly repetitious, tangential or speculative testimony or argument;

(b) rule upon all requests;

(c) administer oaths and affirmations;

(d) summon and examine witnesses; and

(e) take any measures necessary for maintaining order and the efficient conduct of the hearing.
