The agency reservoir releases manager shall be responsible for monitoring the amount of water stored in the Toronto reservoir and Cliff Lake, and for notifying the department reservoir releases manager at least 24 hours prior to an anticipated spill from Cliff Lake and at least 24 hours prior to the time at which the water level at the Toronto reservoir is estimated to reach 1170 feet mean sea level.
