Section 649.1 - Purpose, scope and applicability

(a) The purpose of this Part is to provide rules and procedures for the New York State Department of Environmental Conservation (department), in conjunction with the New York State Environmental Facilities Corporation (corporation), to provide financial assistance to eligible recipients from the New York State Water Pollution Control Revolving Fund, also known as the Clean Water State Revolving Fund (CWSRF), created by chapter 565 of the Laws of 1989, as amended.

(b) This Part, in conjunction with the applicable rules and regulations of the corporation, 21 NYCRR Part 2602, and, with respect to the linked loan project, the rules and regulations of the New York State Department of Agriculture and Markets (DAM) and the New York State Department of State (DOS), applies to all recipients seeking or receiving financial assistance from the CWSRF and to the activities of the department in the discharge of its duties related to the CWSRF.
