Pursuant to the obligations of the participating bar associations under article 18-B of the County Law and the Assigned Counsel Plan, the bar associations shall, after consultation with the Appellate Division and the oversight committee, provide a continuing program of training and education which will enable indigent defense organizations and the attorneys in their employ to improve their professional competence in criminal law. This program should provide for, but not be confined to, a professional course in criminal advocacy.
