(a) The Appellate Division, pursuant to the provisions of the Assigned Counsel Plan, may at any time make additions to or deletions from the panels.
(b) The central screening committee may continue to process complaints against panel attorneys which relate to the discharge of an attorney's duties under the panel plan, and shall, in consultation with the administrator of the Assigned Counsel Plan, and subject to the approval of the Appellate Division, adopt rules for the processing of such complaints.
