Pursuant to the obligations of the participating bar associations under article 18-B of the County Law and the Assigned Counsel Plan, the bar associations shall, after consultation with the Appellate Division and the administrator of the Assigned Counsel Plan, provide a continuing program of training and education which will allow panel attorneys to improve their professional competence in criminal law. This program should provide for, but not be confined to, the establishment of a continuing cocounsel program and a professional course in criminal advocacy.
